Dave Martin
Council Member

District E

A proven business and government leader, Dave has a strong desire to ensure conservative principles are applied in City government.  He has been influential in providing sound business and proven decision making skills to the council in dealing with notable issues facing Houston today. First elected in November 2012; public safety, fiscal responsibility and economic development have been and will continue to be cornerstone of Dave’s daily priorities. Additionally, he works hard to ensure exemplary constituent service to the residents of District E. During his second term in office, Dave has been appointed to serve as Chair of the Budget and Fiscal Affairs, Budget and Fiscal Affairs Subcommittee on Debt Financing and Pensions, and a member of Budget and Fiscal Affairs; Economic Development; Ethics, Elections and Council Governance; and Transportation, Technology and Infrastructure.

Born in New Orleans, Louisiana and a graduate of Louisiana State University, Dave serves as a Managing Director of Marsh & McLennan Companies, Inc. and previously worked for two large “Big Four” Accounting Firms, PricewaterhouseCoopers, LLP and Ernst & Young, LLP. Dave was elected to the Humble ISD Board of Trustees in 2004 and served as President, Board Finance Committee Chairman and Chairman of the Board Audit Committee.

Dave also served as Secretary/Treasurer of the Board of Directors for the Harris County Houston Sports Authority (HCHSA) where he was also Chairman of the Board Finance Committee. While serving in this capacity, Dave helped with Houston’s mission to attract the very best sporting events into our city, bringing economic development while ensuring the debt service payments for Houston’s Sports venues are transacted to protect Houston’s tax dollars. Dave has also been involved with the Greater Houston Partnership where he served on the Education Policy/Strategic Policy Committee. As a member of “Raise your Hand Texas”, an advocacy organization dedicated to supporting Texas Public Schools, Dave has been instrumental in shaping public policy for public education for many years.

Dave and his wife Julie have been married for 30 years. They live in Kingwood with their three children, David, Michael and Jennifer. They are active parishioners at St. Martha’s Catholic Church.

Chris B. Brown
Houston City Controller

Chris B. Brown is a lifelong Houstonian who was sworn into office as City Controller in January 2016. As the Controller of the nation’s fourth largest, Controller Brown oversees a $5 billion budget, manages the city’s $4 billion investment portfolio, superintends its $13 billion debt portfolio, and through the Controller's Office Audit Division, has generated more than $10 million in savings via increased efficiencies. As Controller, Chris has also helped save city taxpayers more than $225 million through refinancing the city’s existing debt. As Controller, Chris has led on the city’s most pressing financial issues, playing an instrumental role in solving Houston’s pension crisis, addressing billions of dollars in unfunded Other Post-Employment Benefits (OPEB) liability, and championing the city’s pursuit of adopting a structurally balanced budget every fiscal year.

Controller Brown’s career spans more than two decades across both the public and private sectors. Prior to being elected Controller in December 2015, Chris served as Chief Deputy City Controller, where he managed the day-to-day operations of the office and oversaw a staff of more than 65 employees. Before being appointed Chief Deputy City Controller in 2009, Chris worked as City Council Chief of Staff, spearheading community development initiatives and serving as a liaison to the Budget and Fiscal Affairs Committee. Chris’s career began in the private sector, where he worked as a trader for Coastal Securities, an investment bank. After several years, Chris co-founded an equity trading firm where he worked as the head of operations. This work gave him first-hand experience with leadership, risk management, compliance, reporting, building operations, and negotiating complex agreements.

In addition to his professional experience, Chris is actively involved with several organizations in a leadership capacity. Controller Brown currently serves on the National League of Cities’ Finance, Administration & Intergovernmental Relations (FAIR) Committee. He was appointed Chairman of the FAIR committee in 2019, a role in which he plays a key role in developing the organization’s policy positions on a range of issues. Chris also serves on the board of the William A. Lawson Institute for Peace & Prosperity (WALIPP), the Asia Society of Texas Advisory Board, and the Texan-French Alliance for the Arts. He is a past board member of the TCU National Alumni and SEARCH Homeless Services. As a fourth-generation Houstonian, Chris has deep roots across the community. He attended Texas Christian University where he obtained a Bachelor of Business Administration in Finance, and later earned a Master's in Business Administration from the University of Houston. Chris and his wife Divya are involved in many philanthropic causes, and are proud parents to their daughter, Milana, and newborn son, Britton.

Michael Johnson leads Bridgepoint Consulting’s Technology Consulting practice, which helps organizations leverage technology to drive transformation. The practice specializes in designing and implementing innovative solutions that allow organizations to grow and scale efficiently. He has 30 years of experience with integrated business solutions, including as managing director at KPMG Consulting, where he oversaw the planning and implementation of HR and finance business solutions for a range of organizations. Johnson has a bachelor’s degree from Austin College with an emphasis in accounting and computer science. He is a Certified Public Accountant* in Texas and a Certified Internal Auditor

Rey Stroube IV - CPA
Chief Financial Officer,
Senior Vice President of Finance
and Accounting

Rey Stroube is Chief Financial Officer for Baylor Genetics. He brings more than 25 years of finance and accounting experience to the Baylor Genetics team. Stroube is responsible for all aspects of finance, treasury, and accounting for Baylor Genetics.

Previously, he served as the CFO of Companion Dx Reference Lab, an integrated genomics lab. He also served as an investment banker with Growth Capital Partners and The GulfStar Group, serving the middle market in all aspects of transaction management including evaluating, structuring and executing private placements of capital, mergers and acquisitions, and corporate restructuring transactions. Stroube began his career at Arthur Andersen with a focus on providing accounting and advisory services to middle-market companies. Stroube graduated from Washington and Lee University with a bachelor’s degree in accounting with special attainments in commerce. He is a licensed CPA in the State of Texas.

Scott Cook, CPA 
Vice President, Corporate
Controller at PROS

Scott Cook is the Vice President, Corporate Controller at PROS. He brings more than 20 years of financial leadership experience to the PROS team, providing leadership in accounting, finance, budgeting, business and strategic planning. In this role, he was also an integral team member in PROS’ IPO and several other equity follow-ons and convertible debt issuances. Previously, he served as Chief Financial Officer/Controller at Flotek Industries, Inc. He graduated from the University of Texas at Austin with a bachelor’s degree in finance. He is a licensed CPA in the State of Texas.


Justin D Freeman
Of Counsel, Winstead
Justin Freeman is a member of Winstead PC’s Corporate, Securities/M&A Practice Group. He focuses on providing cybersecurity and technology transactions expertise to a diverse range of clients. Freeman currently specializes in technically complex transaction agreements, open source technologies, cybersecurity, data breach and incident management, and international data privacy regulations. Formerly a director of legal at Rackspace, He has testified before state and federal congressional committees on cloud privacy and security, and is a former member of the board of directors of the Internet Association, the Internet Infrastructure Coalition, and the Texas Association of Business.

Prospective Member Form
Prospective Members must be submitted via the form link. All forms must be submitted for approval by the membership committee by 5:00 pm on the Wednesday before the meeting. Once approved, FEI will register prospects and inform the member or sponsor contact that the prospect has been approved to attend. This is applicable to anyone bringing a prospective member.

CPE Credit is offered for the PD Session and the Dinner Presentation.  One (1) hour of CPE is offered for each program.  There is not pre-requisite preparation or experience required.
